Universitary Financing and Welfare: A Dynamic Analysis with Heterogeneous Agents and Overlapping Generations

چکیده
This paper develops a model in which it is possible to evaluate alternatives of human capital ...nancing. The alternative systems under discussion are: total feeing; graduates taxes and uniform taxes (this can be associated to the scheme presently used in the Argentina universitary system). Assessment of the alternatives is performed over welfare, based on the indicators of poverty, equality, equity (justice in the distribution) and the average levels of utility and wealth. Likewise, the functions of welfare presented by Bentham, Rawls, Atkinson, Sen and Kakwani are also considered. The most remarkable results are obtained through the simulation of an economy under three scenarios. In that way, the system of graduates taxation is found to be better for welfare; whereas the system of uniform taxation only can be justi...ed as it maximises the number of students. In addition, an analysis of political economy in this model helps to understand why a system of uniform taxation can be sustainable on the time. JEL classi...cation: H1, I2, E62, O15

Analyzing an Aging Population—A Dynamic General Equilibrium Approach∗
This paper shows the macroeconomic and welfare implications of an aging population in the United States, using a heterogeneous-agent overlapping-generations model with uninsurable idiosyncratic working ability shocks and mortality shocks. The model uses three population projections in Social Security Administration (2003), and generates economies as equilibrium transition paths from 1961 to 220...

In this paper, using a general equilibrium model of overlapping generations, the impact of different financing plans of the banking industry on their risk-taking motivation is investigated. In the non-competitive banking industry, financing is done by imposing taxes on the older generation or the bankchr('39')s internal resources (bank shares). As an effective policy, this action optimizes soci...
متن کاملPrivate Investment in Higher Education: Comparing Alternative Funding Schemes
This paper uses an overlapping generations framework to analyze the implications of different financing regimes in the education sector for human capital formation and economic welfare. Agents privately invest in education after they have received a noisy information signal about their abilities. The incentives of the individuals to invest in education are determined by the financing regime und...
متن کاملThe Budgetary Cost and Welfare Effect of Tax-Deferred Retirement Saving Accounts
In this paper, we construct a dynamic general-equilibrium overlapping-generations model with heterogeneous households and analyze the macroeconomic, budgetary, and welfare effects of introducing tax-deferred retirement saving accounts similar to the U.S. 401(k) plans. We solve the model for equilibrium transition path to show both the long-run and short-run effects under several different finan...
متن کاملOverlapping Generations: The First Jubilee
Paul Samuelson’s (1958) overlapping generations model has turned 50. Seldom has so simple a model been so influential. Its “wow” factor, and the feeling of surprise at its originality and coolness have not paled with the years. The paper, in spite of its ripe age, still elicits wonder. Starting from the uncontroversial observation that “we live in a world where new generations are always coming...
